Scientific-Technical Council

1. General provisions

1.1.

These regulations determine main duties, rights and rules of activity of the Scientific and Technical Council (hereinafter referred to as “the Council”) established by Order No. 222 of the Minister of Communications and High Technologies dated 17.10.2006 in accordance with “Regulations of the Ministry of Communications and Information Technologies of the Republic of Azerbaijan” approved by Decree No. 111 dated August 10, 2004 of the President of the Republic of Azerbaijan.

 

1.2.

The Council has been established for the following purposes and carries out its activity upon public principles: formation of single scientific and technical policy in the field of telecommunications, information technologies and post; study and application of scientific and technical achievements and leading experience, as well as new technologies in the field of communications and information technologies; coordination of scientific and technical activities, review of scientifically and technically substantiated proposals for establishment of multi-purpose systems for  rendering communications and information technologies services.

 

1.3.

The Council is guided by the Constitution and laws of the Republic of Azerbaijan, decrees and orders of the President of the Republic of Azerbaijan, decisions and decrees of the Cabinet of Ministers of the Republic of Azerbaijan, “State Program for 2005-2008 for development of communications and information technologies in the Republic of Azerbaijan” (E-Azerbaijan), Regulations of the Ministry of Communications and High  Technologies (MCHT), decisions and decrees of Minister of Communications and High  Technologies of the Republic of Azerbaijan, other existing legal documents and standards, as well these Regulations.

 

1.4.

The Council establishes its activity in partnership with subordinate bodies of the MCHT,  bodies having legal status under the MCHT, operators, providers and other companies, scientific and educational institutions operating in the field of communications and IT sector, as well civil society. 

 

2. Main duties of the Council

2.1.

Main duties of the Council are as follows:

 

2.1.1.

prepares recommendations for determining future development directions of communications and information technologies in conformity with scientific and technical policy of the MCHT, participates in financing of services in the field of telecommunications, information technologies and post;

 

2.1.2.

considers proposals made from scientific and technical standpoint for formation of information society and preparation of legal normative documents, establishment of innovation zones, elimination of digital divide and makes recommendations for their realization; 

 

2.1.3.

makes recommendations regarding national standards and terms related to ICT;

 

2.1.4.

investigates future development perspectives and determines strategic development directions of the country in the fields of communications and IT, radio and TV broadcasting, frequency assignment;

 

2.1.5.

considers proposals related to application of technologies meeting state-of-the-art standards and technical requirements during the process of reconstruction of telecommunications equipment of the country;

 

2.1.6.

submits its conclusion to technical conditions and techno-economic justification prepared for application of new technologies;

 

2.1.7.

considers and provides its opinion to proposals received by the Council regarding compliance of technologies and equipment installed by operators, providers (irrespective of their property form) operating in the county with public networks of the country, regulation of mutual relations between them from technical, economical and legal standpoint; 

 

2.1.8.

submits its conclusion to effective and innovative proposals related to communications and IT which need to be reviewed by the Council; 

 

2.1.9.

makes recommendations regarding application of documents adopted by ITU, UPU and other international organizations; 

 

2.1.10.

submits its conclusion to communications and information technologies of Azerbaijan segments of local and international network, numbering plans and distribution rules on postal networks;

 

2.1.11.

makes recommendations regarding determination of priorities for training of qualified personnel in the field of ICT and new technologies; 

 

2.1.12.

submits its conclusion to proposals made regarding scientific and practical meetings and conferences held in this field;

 

2.1.13.

cooperates with other relevant scientific and technical councils operating in the country, adopts proposals and recommendations for resolution of problems related to ICT development, reviews proposals submitted at the joint discussions;

 

2.1.14.

draws up annual calendar plan of the Council, holds meetings in accordance with the plan, reviews reports from technical councils of sections, associations and institutions;

 

2.1.15.

if necessary,  submits decisions adopted by the Council for the discussion of the board of MCHT;

 

2.1.16.

takes  control over implementation of the decisions adopted by the Council.

 

3. Rights of the Council

3.1.

With the view of fulfilling its duties the Council has the rights to:

 

3.1.1.

make recommendations for development and improvement of communications and information technologies, radio and TV broadcasting, post;

 

3.1.2.

obtain necessary information from state and private communications operators, governmental and non-governmental bodies, scientific and educational institutions within their powers in a manner determined in the legislation;

 

3.1.3.

submit its conclusion to proposals made for development of public and inter-related networks in a manner determined in the legislation;

 

3.1.4.

prepare  guidance documents and recommendations for communications and information technologies, frequency spectrum, radio and TV broadcasting, post;

 

3.1.5.

involve specialists from scientific and educational institutions, companies in a manner determined in the legislation for making technical examinations and giving opinions about issues within the competence of the Council;

 

3.1.6.

consider proposals made for giving incentives to members of the Council;

 

3.1.7.

exercise other rights provided in the legislation.

 

4. Organisation of activity of the Council

4.1.

The Scientific and Technical Council of the MCHT is headed by chairman appointed and dismissed by the Order of Minister of Communications and High Technologies. The Scientific and Technical Council includes three deputy Chairmen appointed and dismissed by the Order of Minister of Communications and High Technologies, heads and members of such departments as “Telecommunications”, “Radio and television and frequencies”, “Postal communications”, “Regulation of technical, economic and legal relations between operators” and “Information technologies”.

 

4.1.1.

confirms decisions of the Council;

 

 

4.1.1.4.

presents proposals regarding replacing the members of the Council;

 

 

4.1.1.5.

adopts decisions which need to be implemented within its powers, gives instructions for their implementation and controls thereon.

 

 

4.1.2.
