Department of Public Relations and Reception of Citizens

I. General provisions

 

1.1. 

The Public Relations Sector (hereinafter – the Sector) of the Ministry of Communications and High Technologies (hereinafter – the Ministry) of the Republic of Azerbaijan is a structural division of the Ministry of Communications and High Technologies of the Republic of Azerbaijan.

 

1.2.

Within the framework of the powers granted by these Regulations, the Sector implements the organization and regulation of activities in the field of  establishment of relations and  public awareness with Mass Media (hereinafter – the Media)  regarding the activities of  the agencies that are  subordinate to the structure and  the agencies  that are not subordinate to the structure of the Ministry (hereinafter – the Bodies).

 

1.3.

The activity  of the Sector is  guided by the Constitution of the Republic of Azerbaijan, the law of the Republic of Azerbaijan “On Civil Service” and other laws, decrees and orders of the  President of the Republic of Azerbaijan, decisions and orders of the Cabinet of Ministers of the Republic of Azerbaijan, regulations on the Ministry of Communications and High Technologies of the Republic of Azerbaijan, other legislative acts, decisions of the  Board of Ministry, decisions,   orders and decrees (hereinafter - organizational-administrative documents)  of the Minister of Communications and High Technologies (hereinafter  - the Minister) and these Regulations.

 

1.4.

While carrying out its duties and rights the Sector operates  with  structural divisions and  bodies of the Ministry, as well as central and local executive authorities, self-government bodies and non-governmental organizations.

 

II. Areas of activity of the Sector

 

2.1.

The  areas of activity of the Sector are as follows:

 

2.1.1. 

Provides the organization, regulation and improvement of activities  in the field of media and public relations;

 

2.1.2.

Provides media coverage of the Ministry’s  activities, ensures necessary measures in this regard;

 

2.1.3.

Ensures  development of the relevant field;

 

2.1.4.

Acts in  other areas as set forth by the legislation.

 

III. Duties of the Sector

 

 

3.1.

The Sector performs following tasks in accordance with activities defined by these Regulations:

 

3.1.1.

To organize, coordinate and carry out  relations of bodies with the public, media coverage of  the activities of the  Ministry, to ensure the delivery of relevant information to the public on the work done by the Ministry in order to ensure transparency,  prepare  press releases, news-bulletins, statements, interviews, speeches etc. in this regard;

 

3.1.2.

To participate directly or indirectly in preparation of drafts of legislative acts and organizational-administrative documents in the field of public relations;

 

3.1.3.

To ensure the delivery of information regarding relevant state programs, legislative acts on the areas of activity of the Ministry and other issues  of public interest to the public through the media and other means;

 

3.1.4.

If need be to prepare answers with the participation of bodies in connection with false information disseminated  in the media on the activities of the Ministry and  take measures to eliminate distorting facts;

 

3.1.5.

Organize the participation of media representatives in the events to be held in the Ministry;

 

3.1.6.

To organize and coordinate the participation of the  management and other officials of the ministry in the media, press conferences, briefings, meetings with the public and ensure the participation of  local and foreign media representatives in the  events to be organized in the Ministry;

 

3.1.7.

To participate in the process of preparation of materials for the official website of the Ministry and pages on social networks, and place the materials on the websites, conduct monitoring of the activities of the official websites  of the Ministry’s relevant agencies and render  practical and methodological assistance to their activities in this area;

 

3.1.8.

To implement practical  and methodical management for conducting work on  public awareness  and coordinating relations  of organizations with the Media and  the public ;

 

3.1.9.

To make proposals regularly for increasing the efficiency in the relations of  organizations with the media and the public and  improving the existing relations in this field;

 

3.1.10.

To monitor the relations of organizations with the public and the media outlets and  activities of press agencies established by them ;

 

3.1.11.

To conduct  daily monitoring of  materials published in the media related to the activities of  the Ministry and ensure the provision of information to the management of the ministry on it;

 

3.1.12.

To participate in consideration of information requests  came in the Ministry with the participation of relevant bodies within  the period prescribed by law;

 

3.1.13.

To organize preparation work of periodicals, advertisements, posters, information sheets, publication of books of requests and a variety of multimedia or participate in their organization in a manner prescribed;

 

3.1.14.

To organize an archive of printed, video and photo materials on the activities of the Ministry;

 

3.1.15.

To organize the work of subscription to the print and electronic publications of the Ministry’s press bodies;

 

3.1.16.

To participate in the process of consideration of appeals  and requests from citizens, media outlets, government bodies, enterprises, institutions and organizations in accordance with the law;

 

3.1.17.

To ensure the implementation of the development concept (strategic plan) of the Ministry within its authority;

 

3.1.18.

To ensure the protection of official data, state and commercial secrets by employees in the sector in accordance with the law ;

 

3.1.19.

 To prepare action plan of the sector, reports on its activities for the periods;

 

3.1.20.

To carry out other duties in accordance with the areas of activity as prescribed by law.

 

 

IV. Rights of the Sector

 

 

4.1.

The Sector  has  following rights to perform its duties:

 

4.1.1.

To disclose  the ministry’s official position on the issues relating to its activities, as well as  authorities to the public  and organize  press conferences, briefings and other events;

 

4.1.2.

To make proposals on the areas of  activity of the ministry related to meetings with the public, holding  seminars and other events;

 

4.1.3.

To participate in the organization of public events carried out by the Ministry on areas of activity;

 

4.1.4.

To analyze the effectiveness of the organization  of relations with  the media and the public,  give opinion on areas of activity, generalize, and make appropriate proposals;

 

4.1.5.

To give instructions within its powers to ensure  centralized  and integrated approach in establishing relations of organizations with the Media and the public and make proposals for the coordination of this work;

 

4.1.6.

To send  relevant requests to organizations within its powers and receive  relevant data (documents) from them in connection with the implementation of duties  prescribed  by these Regulations;

 

4.1.7.

To represent the Ministry before state bodies, local self-government agencies, non-governmental organizations, the media, legal and physical persons, protect its rights and interests;

 

4.1.8.

To make proposals on projects of  legislative acts, organizational and administrative documents  prepared by organizations for activities;

 

4.1.9.

To represent the ministry  at the commissions established in the Ministry and other state bodies, working groups, local and international events of various levels  held on issues related to its activities and  participate in their work;

 

4.1.10.

To prepare drafts of applications on the areas of activity to  the Media, individuals and legal entities;

 

4.1.11.

To study  the experience of foreign countries in accordance with the areas of activity and  make proposals for the improvement of activities in this direction;

 

4.1.12.

To make proposals for  preparation of experts and improvement of skills in the relevant field;

 

4.1.13.

To carry out  other rights in accordance with the areas of activity as provided  by law.

 

 

V. Organization of the activity of the Sector

 

5.1.

The  number of units  of the structure and staff  of the Sector is approved by the Minister.

 

5.2..

No one can interfere with the activity of the Sector except the person authorized by the Minister.

 

5.3.

The Sector is headed by  head of  sector which is  appointed and dismissed by the Minister.

 

5.4.

Head of sector is personally responsible for carrying out the duties assigned to the Sector and the implementation of rights.

 

5.5.

In the absence of the head of sector, one of administrative officers  carries out his duties in the prescribed manner.

 

5.6.

Other employees of the Sector  are appointed and dismissed by the Minister.

 

5.7.

Head of Sector:

 

5.7.1.

Organizes the activities of the Sector and heads it;

 

5.7.2.

Makes distribution of work between subordinate employees, coordinates their activities, controls labor, execution and  service discipline;

 

5.7.3.

Signs action plans and other documents in order to ensure the fulfilment of the duties assigned to the sector and controls  timely and efficient implementation of measures envisaged in the action plan;

 

5.7.4.

Defines issues on the sector to be discussed  at the Board of Ministry and  presents its proposals to the management  of the Ministry and provides the implementation of legislative acts and organizational - administrative documents in a timely manner and at the appropriate level as  specified in paragraph 1.2 of these Regulations;

 

5.7.5.

Provides presentations to the management of the Ministry for taking incentive and disciplinary measures against members of the Sector;

 

5.7.6.

Receives necessary information and documents from other bodies of the Ministry within its  competence to perform the duties of the Sector;

 

5.7.7.

Provides and ensures consideration of letters, applications, complaints and suggestions received as prescribed in the legislation;

 

5.7.8.

Provides  clerical work in the sector and secures non-disclosure mode;

 

5.7.9.

Represents the Sector.

 

5.8.

 The employees of the Sector  bear the responsibility for violation of these Regulations as envisaged by the legislation of the  Republic of Azerbaijan.

 

5.9.

Each employee of the Sector is responsible for data confidentiality  that is known to them and containing  state or service secret in accordance with their duties and powers.
