International Cooperation Department


I.General provisions

1.1. 

The Department for International Cooperation of the Ministry of Communications and High Technologies of the Republic of Azerbaijan (thereafter the Department) is a structural unit of the Administration of the Ministry (thereafter Ministry).

 

1.2.

The Department carries out organization of international cooperation and protocol works within its powers regarding activity of the units in the Administration of the Ministry, itsstructural bodies and non-structural subordinate bodies and defines strategic targets, which condition reliability of development.

 

1.3.

The Department is guided by the Constitution of the Republic of Azerbaijan, Labor Code of the Republic of Azerbaijan, Law of the Republic of Azerbaijan “On Public Service” and other laws, decrees and orders of the President of the Republic of Azerbaijan, decisions and orders of the Cabinet of Ministers of the Republic of Azerbaijan, “Regulations of the Ministry of Communications and High Technologies of the Republic of Azerbaijan” and other normative legal acts, as well as decisions and orders (thereafter organizational-regulatory documents) of the Ministerof Communications and High Technologies (thereafter Minister), decisions of the collegium of the Ministry and these Regulations. 

 

1.4.

Being a structural unit of the Central Administration of the Ministry (thereafter Central Administration), the Department reports to the Minister, carries out its work in cooperation with other structural units of the Ministry, subordinate bodies of the Ministry, central and local executive bodies, diplomatic representations of foreign countries accredited in the Republic of Azerbaijan (embassies, consulates) and commercial representations (chambers of commerce), international and regional organizations operating in the Republic of Azerbaijan and abroad (intergovernmental, inter-state, branch-wise and specialized organizations), diplomatic representations of the Republic of Azerbaijan, representations of the Republic of Azerbaijan near international organizations, central and local executive powers of the foreign countries operating in the field of telecommunication, high technologies and post (ministries, committees, agencies and others), companies operating in the corresponding area in Azerbaijan and abroad, non-governmental organizations, unions, business clubs, universities, research institutions and brain centers and always brings its activities in accordance with foreign policy of the Republic.

 

II.Areas of activity of the Department

2.1.

The main areas of activity are as follows:

 

2.1.1. 

Investigates offers of the foreign partners together with the Ministry and concerned structures of subordinate bodies, informs the management of the Ministryabout this, prepares corresponding proposals in connection with beginning, development and organization of cooperation, arranges and leads corresponding negotiations and mutual discussions;

 

2.1.2.

Works out drafts of international documents in this area (contracts, memorandum of understandings, protocol of intention, agreement),arranges their submission to the Ministry and concerned structures of subordinate bodies, as well as the Ministry of Foreign Affairs of the Republic of Azerbaijan and other central executive powers for revision, if necessary;

 

2.1.3.

Participates in the activities held for the purpose of ensuring the interests of the Ministry and subordinate bodies in the international organizations, assumes as a basis the instructions and directions of the Ministry of Foreign Affairs of the Republic of Azerbaijan, as well as concrete commissions and instructions of the Minister;

 

2.1.4.

Submits proposals regarding establishment of Ministry’s relations with corresponding state bodies and international organizations, represents the Ministry in the international events or gives offers in connection with other participators;

 

2.1.5.

Registers documents of the Ministry signed together with corresponding bodies of foreign countries, controls over implementation of responsibilities, submits proposals regarding creation of working groups and their composition;

 

2.1.6.

Acts in the other areas set forth by the legislation.

 

III.Main duties of the Department

3.1.

The Department carries out following duties according to the areas of activity defined by these Regulations:

 

3.1.1.

Fulfills complex activities and gives methodical leadership to the united foreign (international) cooperation activity of the Ministry, structural bodies and non-structural subordinate bodies (thereafter subordinate bodies) of the Ministry in the communications and high technologies area (thereafter corresponding area) in order to organize this activity;

 

3.1.2.

The Department builds relationships with joint ventures created by the foundation of the Ministry and its subordinated bodies, as well as diplomatic missions of the foreign countries accredited in the Republic of Azerbaijan, diplomatic missions of the Republic of Azerbaijan, international and regional organizations, commercial and non-commercial companies operating in this area, units, business clubs, non-governmental organizations, universities, research institutes and centers and always manages and controls over these activities within its powers;

 

3.1.3.

Ensures protection of interests and rights of the Ministry and its subordinate bodies on foreign (international) directions, controls over their structures for foreign relations (department, sector and coordinators), submits corresponding proposals regarding improvement of their activities;

 

3.1.4.

Ensures participation of the Ministry and its subordinate bodies (heads, officers and experts) in the international events of international and regional level - conferences, seminars, meetings, presentations, exhibitions, and parties, work out proposals regarding this and draws statements to the Minister by investigating proposals given by the Ministry and heads of its subordinate bodies;

 

3.1.5.

Invites experts from foreign countries for improvement of their activities, makes complex measures in connection with arrangement of their activity in Azerbaijan, organizes and provides sending of officers of the Ministry and its subordinate bodies to the training and educational centers;

 

3.1.6.

Organizes visits of the officers of the Ministry and subordinate bodies;

 

3.1.7.

Organizes visits of representatives of foreign countries invited by the Ministry and its subordinate bodies (works out visit programs, organizes welcoming and departure and etc.);

 

3.1.8.

Organizes visits of representatives of foreign countries invited by the Minister and manages and controls over implementation of necessary actions regarding this;

 

3.1.9.

Plans, organizes and draws protocols of meetings held between the Minister, Deputy Ministers and ambassadors of foreign countries accredited in the Republic of Azerbaijan, consuls and commercial representations, as well as heads and representatives of the international organizations;

 

3.1.10.

Draws international, bilateral and intergovernmental documents (agreement, memorandum of understanding, protocol of intention and etc.) with corresponding bodies of the foreign companies, represents the Ministry in the composition of group of experts sent on an official trip to abroad in order to draw these documents, as well as represents the Ministry in the negotiations and discussions held with delegations of foreign companies came from foreign countries;

 

3.1.11. 

Carries out other duties entrusted to the Department by the orders and instructions of the Minister.

 

IV.Rights of the Department

4.1.

The Department has  the following rights for implementation of its duties and functions:

 

4.1.1.

Signs documents regarding authorities, duties and functions of the Department by the agreement of the Ministry;

 

4.1.2.

Receives necessary materials, information and documents from structural sections and subordinate bodies of the Ministry, other institutions, bodies and entities in order to carry out other duties determined by these Regulations, keeps documentation from their authorized persons and makes correspondences;

 

4.1.3.

Creates direct relations with public and private bodies of the corresponding area of other states, other public powers of the Republic of Azerbaijan, structural bodies and non-structural subordinate bodies of the Ministry regarding issues within the authorities of the Department;

 

4.1.4.

Submits proposals to the Ministry for development and improvement of international and foreign relations of the Ministry, as well as betterment of the work of the Department;

 

4.1.5.

By the agreement of heads of other structural sections and subordinate bodies of the Ministry involves their employees in the organization of measures taking into account implementation of main duties and functions of the Department, creates working groups and requires implementation of the works done;

 

4.1.6.

Participates in discussion of issues regarding the Department’s functions, as well as works of the commissions, advisory and coordination bodies created in the Ministry and its subordinate bodies taking into account requirements of the legislation;

 

4.1.7.

Directs the subordinate bodies regarding their activity on international cooperation;

 

4.1.8.

Makes long-distance and international telephone calls regarding issues within the powers of the Department by the agreement of the management of the Ministry;

 

4.1.9.

Subscribes for literature, publications and electron information portals that are necessary for the activity of the Department;

 

4.1.10. 

Carries out other rights laid down in the legislation corresponding to the areas of activity.

 

V.Organization of the activity of the Department

5.1

The structure and number of job (position) is accepted by the Minister.

 

5.2.

The Department is directly subordinate to the Minister and reports to him. Except for the person authorized by the Minister, nobody may intervene in the activity of the Department.

 

5.3.

Sector for Organization of International Events and Sector for Relations with International Organizations are included into the structure of the Department.

 

5.4.

Head of the Department appointed and removed by the Minister manages the Department.

 

5.5.

Head of the Department is personally responsible for organization of works of the Department, implementation of duties entrusted to the Department and realization of rights.

 

5.6.

Head of the Department has deputy, who is appointed and removed by the Minister.

 

5.7.

Deputy of Head of the Department is personally responsible for implementation of duties and rights entrusted to him by the Head of Department.

 

5.8.

In absence of Head of the Department, Deputy of the Head of the Department carries out his authorities in a determined manner.

 

5.9.

Other employees of the Department is appointed and removed from the position by the Minister.

 

5.10.

Head of the Department:

 

5.10.1.

Organizes and manages activity of the Department;

 

5.10.2.

Controls over timely and correct implementation of duties by the employees of the Department, as well as keeping to the labor discipline and internal rules;

 

5.10.3.

Gives binding instructions and commissions to the employees of the Department;

 

5.10.4.

Signs work plans and such other documents for the purpose of carrying out duties entrusted to the Department, controls over timely and qualitative implementation of actions set forth in the work plan and makes reports to the management of the Ministry.

 

5.10.5.

Gives offers for making employees of the Department answerable for administrative disciplines or their awarding;

 

5.10.6.

Participates in the collegial meetings and high level gatherings;

 

5.10.7.

Makes division of work for employees of the Department;

 

5.10.8.

Also makes division of work in the Department;

 

5.10.9.

Submits proposals regarding affairs of the Department;

 

5.10.10. 

Represents the Ministry and protects its interests in the higher authorities, other ministries and structural bodies, international organizations, and foreign countries by the order of the Minister; 

 

5.10.11.

Represents the Ministry in the International Cooperation Commissions of the Regional Communications Commonwealth under agreement of the Minister;

 

5.10.12.

Accompanies the Minister in his visits to foreign countries, keeps a record of meetings, submits report on results of these visits (provisional version) to the Minister for submission to the corresponding supreme bodies;

 

5.10.13.

Provides office works in the Department in accordance with “Instructions for office works in the state bodies, entities and enterprises”;

 

5.10.14.

Makes offers regarding appointment of employees in the Department, awarding of employees, organization of their professional improvement and change of staff list;

 

5.10.15.

Provides the Department with material logistics, communications and transportation, as well as draws statement for proper organization of social and living provision of the employees of the Department by the concerned structural units of the Ministry;

 

5.10.16.

Takes other measures within his authorities for implementation of duties and functions entrusted to the Department.

 

5.11.

Every employee of the Department takes personal responsibility according to the duties and functions determined in these Regulations for timely implementationof works taken into account in the job descriptions, as well as for conformation of the document drawn, investigated and signed by him to the legislative acts of the Republic of Azerbaijan, orders and instructions of the Minister;

 

5.12.

Every employee of the Department takes responsibility within his authorities for protection of information known to him or information on state or business secret;

 

 

VI.Duties of the Sector for Organization of International Events included into the structure of the Department

6.1.

Duties of the Sector for Organization of International Events are as follows:

 

6.1.1. 

Organizes,if it is intended, international level events both within the country and abroad by conducting necessary consultations and investigations with the Ministry and subordinate bodies;

 

6.1.2.

Provides within its powers welcoming and departure of the quests invited by the Ministry (use of VIP and CIP services if necessary), accommodation of quests in the hotels and implementation of other related organizational works;

 

6.1.3.

Organizes visits and activities of the delegation of officials of the Ministry and subordinate bodies participating in the other international level events organized abroad;

 

6.1.4.

Helps for obtaining of visas for the management and Heads of Departments and makes its supports in drawing of corresponding diplomatic notes and support letter for officials and non-officials of subordinate bodies.

 

VII.Duties of the Sector for Relations with International Organizations included into the structure of the Department

7.1.

Duties of the Sector for Relations with International Organizations are as follows:

 

7.1.1. 

Cooperates with specialized bodies of the UNO and other international and regional organizations that the Ministry cooperates with;

 

7.1.2.

Defines the status of these organizations, priority issues on the agenda, cooperation directions for  this field;

 

7.1.3.

Carries out other duties laid down in the legislation according to the areas of activity.
