Within the "Dilmanc" project, work is carried out in directions of creating linguistic technologies and their application for Azerbaijani language.
-Development of translator system from Azerbaijani into other languages or vice versa
-Development of speech recognition system for Azerbaijani language
-Development of text-to-speech system for Azerbaijani language
-Development of phone-translator system from Azerbaijani into other languages or vice versa
One of the priority directions of the project is to develop software that will make these technologies practically available for users.
Translation and dictionary systems between English, Russian and Azerbaijani languages were developed and launched for online use. Both these systems can be used on translation portal dilmanc.az, as well as by downloading on mobile phones.
A translation system speech to text format "Dilmanc Imla" was developed for Azerbaijani language and put into use for Windows and Android systems as a program.
A system which is capable of reading the text included in the computer with a human voice for the Azerbaijani language was developed and launched for use on the website dilmanc.az and on mobile phones.
Voice controlled mobile computer providing voice response to the user, which is designed for the blind, was developed and distributed to users (joint project of Ministry of Communications and Information Technology and Heydar Aliyev Foundation)
At present, practical results have been achieved for each research area and work is underway for improvement of their quality.
As a result of research conducted in the field of creation of the above-mentioned technologies the project team was able to achieve great scientific achievements that have been presented at many international conferences and published in prestigious scientific journals.
The European Association for Machine Translation (EAMT) has also included "Dilmanc" project in the list of European research groups.
Scientific papers of the project team members were included in the digital library of the IEEE organization, website mt-archive.info and other libraries.
Project leader A.Fatullayev was awarded honorary title “Honored Engineer” by the President of the Republic of Azerbaijan in 2010.
In 2010, biography of R.Fatullayev, project team member was placed in the prestigious American publication “ Marquis Who’s Who in Science and Engineering”.
The technologies developed within the project have been successfully presented in many international exhibitions. These technologies were presented to many influential government officials, representatives of international organizations, company leaders and other guests in the exhibitions such as ITU Telecom World (Switzerland), CeBIT (Germany), CeBIT Bilishim (Turkey), Svyaz Ekspokomm (Russia), Bakutel (Baku). Azerbaijani President Ilham Aliyev and his spouse Mrs. Mehriban Aliyeva, UN Secretary General Ban Ki-moon, Secretary General of the International Telecommunication Union Hamadoun Toure and others were among those persons who attended the events.
Another important achievement of the project is training of young national personnel in the field of linguistic technologies. Some of the members of the project team published the results of scientific studies in this field in scientific journals and are preparing to defend a thesis in this area.
