The introduction of new digital technology in Radio-TV broadcasting, has led to the need to replace analog standard with more modern digital standards. As in other countries, currently the Ministry of Communications and Information Technologies carries out relevant activities on the transition to digital television broadcasting in the country.

According to the decree № 274 of the Cabinet of Ministers of Azerbaijan Republic dated 13 September 2006, the introduction of the European digital TV standard DVB-T was considered expedient and “Program on Implementation and Development of digital broadcasting DVB-T in Azerbaijan Republic” was approved by the decree № 26 of the Cabinet of Ministers dated February 10, 2011.

The main advantages of the transition to digital broadcasting is to improve the quality of television programs, create favorable conditions for more effective use of frequency resources of strategical importance and receive numerous TV programs via terrestrial broadcast.

Test broadcasting in the new format was started in New Teletower for the first time in Baku in 2004 in connection with the transition to digital broadcasting in Azerbaijan.

Standard DVB-T MPEG-4 was adopted in the republic for digital TV broadcast.

Currently, more than 95% of the population is covered with open package (10 TV programs- AZTV, ITV, Idman, Medeniyyet, ANS, Lider, Space, ATV, Khazar, TRT1) digital DVB-T MPEG-4 standard TV broadcast and digital broadcast is now carried out in parallel with analogue one through the installed 48 digital TV transmitters including Baku, Ganja, Lerik, Aghsu, Aghstafa, Imishli, Mingachevir, Shirvan and other TV stations.

Thus, all cities and district centers of the country, as well as neighboring settlements are provided with an open digital TV package. Broadcasting with an open digital package has also been carried out in Nakhchivan AR since early 2012 and 51% of the population of the autonomous republic are given opportunity to watch TV in digital quality.

Necessary steps are taken to meet the digital need of the rest part of the country (it includes remote mountainous villages and settlements that do not accept the digital signal due to the nature of the relief). As a result of these measures, analogue broadcasting in the country will be ceased step by step before the end of  2013.

At the same time, to ensure broadcasting of radio channels in digital format, testing of digital radio broadcasts in Baku are carried out on the FM band at a frequency of 105.0 MHz in parallel with HD digital radio channels.

To enable population to receive digital TV channels in the republic, i.e. for receiving digital TV broadcast, the population is recommended to purchase or use a digital TV transforming equipment ( decoders, set-top-boxes).

At present, the plant KUR in Mingechevir and the plant “Sputnik” of the Ministry of Defense Industry launched production of digital decoders, and at the same time sales of TV decoders of foreign production are organized in the country as well.
